Od 20. \u010dervna 2022 (gregori\u00e1nsk\u00fd kalend\u00e1\u0159) byl zaveden syst\u00e9m registrace pro drony a podobn\u00e1 za\u0159\u00edzen\u00ed v\u00e1\u017e\u00edc\u00ed v\u00edce ne\u017e 100g, a od 5. prosince 2022 (gregori\u00e1nsk\u00fd kalend\u00e1\u0159) byl povolen letov\u00fd stupe\u0148 4 (autonomn\u00ed let mimo dohled v obydlen\u00e9 oblasti).<\/p>\n\n\n\n<p>O\u010dek\u00e1v\u00e1 se, \u017ee tato \u00faprava japonsk\u00e9ho leteck\u00e9ho z\u00e1kona roz\u0161\u00ed\u0159\u00ed mo\u017enosti vyu\u017eit\u00ed dron\u016f v obchodn\u00ed sf\u00e9\u0159e. Podrobn\u011bji vysv\u011btlujeme syst\u00e9m registrace dron\u016f a dal\u0161\u00ed z\u00e1kony souvisej\u00edc\u00ed s drony v n\u00e1sleduj\u00edc\u00edm \u010dl\u00e1nku.<\/p>\n\n\n\n<p>Souvisej\u00edc\u00ed \u010dl\u00e1nek: <a href=\"https:\/\/monolith.law\/corporate\/drone-regulation\" target=\"_blank\" rel=\"noreferrer noopener\">Vysv\u011btlen\u00ed z\u00e1kon\u016f, kter\u00e9 by m\u011bly rozum\u011bt souvisej\u00edc\u00ed podniky, kdy\u017e je povoleno l\u00e9t\u00e1n\u00ed dron\u016f na \u00farovni 4[ja]<\/a><\/p>\n\n\n\n<p>Syst\u00e9m registrace bezpilotn\u00edch letadel byl zah\u00e1jen hlavn\u011b za n\u00e1sleduj\u00edc\u00edch t\u0159\u00ed \u00fa\u010del\u016f:<\/p>\n\n\n\n<ul>\n<li>Identifikace majitele v p\u0159\u00edpad\u011b nehody<\/li>\n\n\n\n<li>Vy\u0161et\u0159ov\u00e1n\u00ed p\u0159\u00ed\u010din nehod<\/li>\n\n\n\n<li>Z\u00e1kaz l\u00e9t\u00e1n\u00ed letadel s bezpe\u010dnostn\u00edmi probl\u00e9my<\/li>\n<\/ul>\n\n\n\n<p>Registrace je povinn\u00e1 pro bezpilotn\u00ed letadla, kter\u00e1 mohou l\u00e9tat d\u00e1lkov\u00fdm ovl\u00e1d\u00e1n\u00edm nebo automatick\u00fdm \u0159\u00edzen\u00edm, pokud celkov\u00e1 hmotnost letadla a baterie p\u0159esahuje 100 g (Japonsk\u00fd leteck\u00fd z\u00e1kon, \u010dl\u00e1nek 2, odstavec 22, prov\u00e1d\u011bc\u00ed na\u0159\u00edzen\u00ed leteck\u00e9ho z\u00e1kona, \u010dl\u00e1nek 5, odstavec 2).<\/p>\n\n\n\n<p>V r\u00e1mci syst\u00e9mu registrace mus\u00edte zaregistrovat informace o v\u00fdrobci a typu letadla, stejn\u011b jako informace o majiteli a u\u017eivateli. Je tak\u00e9 povinn\u00e9 zobrazit registra\u010dn\u00ed zna\u010dku na letadle a je vy\u017eadov\u00e1no vybaven\u00ed dronu za\u0159\u00edzen\u00edm pro vzd\u00e1lenou identifikaci.<\/p>\n\n\n\n<p>Vzd\u00e1len\u00e1 identifikace je n\u011bco jako pozn\u00e1vac\u00ed zna\u010dka automobilu, kter\u00e1 umo\u017e\u0148uje identifikovat sign\u00e1l letadla pomoc\u00ed r\u00e1diov\u00fdch vln vys\u00edlan\u00fdch za\u0159\u00edzen\u00edm pro vzd\u00e1lenou identifikaci.<\/p>\n\n\n\n<p>Pokud nen\u00ed dron vybaven vzd\u00e1lenou identifikac\u00ed, budete muset zakoupit extern\u00ed za\u0159\u00edzen\u00ed pro vzd\u00e1lenou identifikaci. Av\u0161ak, pokud p\u0159edem pod\u00e1te &#8220;Ozn\u00e1men\u00ed o specifick\u00e9 oblasti vzd\u00e1len\u00e9 identifikace&#8221;, m\u016f\u017eete dron l\u00e9tat i bez za\u0159\u00edzen\u00ed pro vzd\u00e1lenou identifikaci.<\/p>\n\n\n\n<p>\u017d\u00e1dost o registraci bezpilotn\u00edho letadla m\u016f\u017eete podat online nebo odevzd\u00e1n\u00edm dokument\u016f. Pokud nech\u00e1te dron l\u00e9tat bez registrace, m\u016f\u017ee b\u00fdt ulo\u017een trest odn\u011bt\u00ed svobody do jednoho roku nebo pokuta do v\u00fd\u0161e 500 000 jen\u016f.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"System_certifikace_dronu\"><\/span>Syst\u00e9m certifikace dron\u016f<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Syst\u00e9m certifikace dron\u016f je kontrola shody s bezpe\u010dnostn\u00edmi normami pro drony. Certifikace dron\u016f zahrnuje &#8220;typovou certifikaci&#8221;, kterou prov\u00e1d\u011bj\u00ed v\u00fdrobci a dal\u0161\u00ed subjekty p\u0159i n\u00e1vrhu a v\u00fdrob\u011b dron\u016f, a &#8220;certifikaci dronu&#8221;, kterou prov\u00e1d\u011bj\u00ed u\u017eivatel\u00e9. Typov\u00e1 certifikace je kontrola typu s\u00e9riov\u011b vyr\u00e1b\u011bn\u00fdch dron\u016f, zat\u00edmco certifikace dronu je kontrola, kter\u00e1 je nutn\u00e1 pro ka\u017ed\u00fd dron.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"%E2%80%9CTypova_certifikace%E2%80%9D_provadena_vyrobcem\"><\/span>&#8220;Typov\u00e1 certifikace&#8221; prov\u00e1d\u011bn\u00e1 v\u00fdrobcem<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>P\u0159i n\u00e1vrhu a v\u00fdrob\u011b dron\u016f mus\u00ed v\u00fdrobci a dal\u0161\u00ed subjekty podstoupit kontrolu ministra dopravy a infrastruktury.<\/p>\n\n\n\n<p>D\u0159\u00edve bylo mo\u017en\u00e9 \u010d\u00e1ste\u010dn\u011b vynechat dokumenty, kter\u00e9 byly p\u0159edlo\u017eeny p\u0159i \u017e\u00e1dosti o let &#8220;bezpilotn\u00edch letadel uveden\u00fdch na webov\u00fdch str\u00e1nk\u00e1ch&#8221;, ale s touto novelizac\u00ed bylo nov\u00e9 zve\u0159ej\u0148ov\u00e1n\u00ed na webov\u00fdch str\u00e1nk\u00e1ch zastaveno. Po novelizaci, pokud je typ dronu shled\u00e1n v souladu s bezpe\u010dnostn\u00edmi a uniformitn\u00edmi normami pro pevnost, strukturu a v\u00fdkon stanoven\u00fdmi ministerstvem dopravy a infrastruktury, bude vyd\u00e1n &#8220;certifik\u00e1t dronu&#8221;. (Japonsk\u00fd leteck\u00fd z\u00e1kon \u010dl\u00e1nek 132, odstavec 16, bod 3)<\/p>\n\n\n\n<p>Typov\u00e1 certifikace se prov\u00e1d\u00ed pro typy bezpilotn\u00edch letadel, kter\u00e9 jsou ur\u010deny pro p\u0159\u00edslu\u0161n\u00fd let, v z\u00e1vislosti na n\u00e1sleduj\u00edc\u00edch kategori\u00edch.
