(Certificate of Eligibility, d\u00e1le jen &#8220;COE&#8221;). COE je dokument vydan\u00fd japonsk\u00fdm ministrem spravedlnosti, kter\u00fd potvrzuje, \u017ee dan\u00fd cizinec spl\u0148uje podm\u00ednky pro vstup stanoven\u00e9 v \u010dl\u00e1nku 7 odstavec 2 &#8220;Z\u00e1kona o \u0159\u00edzen\u00ed imigrace a uzn\u00e1n\u00ed uprchl\u00edk\u016f&#8221; v Japonsku. Z\u00edsk\u00e1n\u00edm COE se urychl\u00ed proces vyd\u00e1v\u00e1n\u00ed v\u00edz na japonsk\u00fdch velvyslanectv\u00edch a konzul\u00e1tech v zahrani\u010d\u00ed a tak\u00e9 kontrola p\u0159i p\u0159\u00edjezdu na japonsk\u00fdch leti\u0161t\u00edch a jin\u00fdch vstupn\u00edch bodech.<\/p>\n\n\n\n<p>Celkov\u00fd postup je n\u00e1sleduj\u00edc\u00ed: Nejprve p\u0159ij\u00edmaj\u00edc\u00ed spole\u010dnost v Japonsku p\u0159iprav\u00ed a pod\u00e1 \u017e\u00e1dost o COE jm\u00e9nem zam\u011bstn\u00e1van\u00e9ho cizince. \u017d\u00e1dost se pod\u00e1v\u00e1 na region\u00e1ln\u00edm \u00fa\u0159ad\u011b pro imigraci a pobyt, kter\u00fd m\u00e1 pravomoc nad m\u00edstem s\u00eddla spole\u010dnosti nebo m\u00edstem pl\u00e1novan\u00e9ho pobytu cizince. N\u00e1sledn\u011b imigra\u010dn\u00ed \u00fa\u0159ad prov\u011b\u0159\u00ed podklady \u017e\u00e1dosti, zda vzd\u011bl\u00e1n\u00ed a pracovn\u00ed zku\u0161enosti \u017eadatele a stabilita a kontinuita podnik\u00e1n\u00ed p\u0159ij\u00edmaj\u00edc\u00ed spole\u010dnosti odpov\u00eddaj\u00ed krit\u00e9ri\u00edm pro po\u017eadovan\u00fd typ pobytov\u00e9ho opr\u00e1vn\u011bn\u00ed. Po schv\u00e1len\u00ed \u017e\u00e1dosti je COE vyd\u00e1no a zasl\u00e1no p\u0159ij\u00edmaj\u00edc\u00ed spole\u010dnosti v Japonsku. V posledn\u00ed dob\u011b je mo\u017en\u00e9 COE p\u0159ij\u00edmat tak\u00e9 elektronicky. Spole\u010dnost pot\u00e9 za\u0161le origin\u00e1l nebo elektronickou verzi COE cizinci v zahrani\u010d\u00ed. Po obdr\u017een\u00ed COE pod\u00e1 doty\u010dn\u00e1 osoba na japonsk\u00e9m velvyslanectv\u00ed nebo konzul\u00e1tu ve sv\u00e9 zemi \u017e\u00e1dost o v\u00edzum spole\u010dn\u011b s pasem a dal\u0161\u00edmi pot\u0159ebn\u00fdmi dokumenty. COE je platn\u00e9 standardn\u011b 3 m\u011bs\u00edce a b\u011bhem t\u00e9to doby je nutn\u00e9 podat \u017e\u00e1dost o v\u00edzum. Vstup do Japonska mus\u00ed prob\u011bhnout v r\u00e1mci platnosti vydan\u00e9ho v\u00edza. Tato t\u0159\u00edm\u011bs\u00ed\u010dn\u00ed platnost je velmi d\u016fle\u017eit\u00e1. P\u0159i kontrole p\u0159i p\u0159\u00edjezdu na japonsk\u00e9 leti\u0161t\u011b a dal\u0161\u00edch vstupn\u00edch bodech je nutn\u00e9 p\u0159edlo\u017eit pas a v\u00edzum a p\u0159edlo\u017eit COE, co\u017e vede k vyd\u00e1n\u00ed karty pobytu a umo\u017e\u0148uje ofici\u00e1ln\u011b zah\u00e1jit pracovn\u00ed \u010dinnost v Japonsku.<\/p>\n\n\n\n<p>Standardn\u00ed doba pro zpracov\u00e1n\u00ed COE je od pod\u00e1n\u00ed \u017e\u00e1dosti do vyd\u00e1n\u00ed zhruba 1 a\u017e 3 m\u011bs\u00edce, ale to se m\u016f\u017ee li\u0161it v z\u00e1vislosti na typu pobytov\u00e9ho opr\u00e1vn\u011bn\u00ed, velikosti spole\u010dnosti a pracovn\u00ed z\u00e1t\u011b\u017ei jednotliv\u00fdch region\u00e1ln\u00edch imigra\u010dn\u00edch \u00fa\u0159ad\u016f. Tento syst\u00e9m COE lze interpretovat jako z\u00e1m\u011brn\u00fd n\u00e1vrh japonsk\u00e9 vl\u00e1dy pro \u0159\u00edzen\u00ed rizik. Centralizac\u00ed kl\u00ed\u010dov\u00e9 \u010d\u00e1sti posouzen\u00ed na japonsk\u00fd imigra\u010dn\u00ed \u00fa\u0159ad, kter\u00fd m\u00e1 odborn\u00e9 znalosti pro hodnocen\u00ed japonsk\u00e9ho pr\u00e1va a skute\u010dn\u00e9ho stavu podnik\u016f, se sni\u017euje z\u00e1t\u011b\u017e na konzul\u00e1rn\u00edch \u00fa\u0159adech po cel\u00e9m sv\u011bt\u011b a zaji\u0161\u0165uje se jednotnost rozhodov\u00e1n\u00ed. \u00daloha zahrani\u010dn\u00edch \u00fa\u0159ad\u016f se omezuje p\u0159edev\u0161\u00edm na ov\u011b\u0159en\u00ed identity \u017eadatele a pravosti COE, zat\u00edmco skute\u010dn\u00e9 rozhodnut\u00ed o povolen\u00ed ji\u017e bylo u\u010din\u011bno. Podle p\u0159\u00edlohy \u010d. 1, \u010dl\u00e1nku 2 japonsk\u00e9ho &#8220;Z\u00e1kona o imigraci a uzn\u00e1n\u00ed uprchl\u00edk\u016f&#8221; je toto v\u00edzum ur\u010deno pro \u010dinnosti, kter\u00e9 vy\u017eaduj\u00ed dovednosti nebo znalosti v oblasti p\u0159\u00edrodn\u00edch v\u011bd, jako je fyzika, in\u017een\u00fdrstv\u00ed a dal\u0161\u00ed (ozna\u010dovan\u00e9 jako &#8220;technologie&#8221;), nebo v oblasti humanitn\u00edch v\u011bd, jako je pr\u00e1vo, ekonomie, sociologie a dal\u0161\u00ed (ozna\u010dovan\u00e9 jako &#8220;humanitn\u00ed v\u011bdy&#8221;), nebo pro pr\u00e1ci, kter\u00e1 vy\u017eaduje my\u0161len\u00ed nebo citlivost zalo\u017eenou na ciz\u00ed kultu\u0159e (ozna\u010dovan\u00e9 jako &#8220;mezin\u00e1rodn\u00ed slu\u017eby&#8221;).<\/p>\n\n\n\n<p>Krit\u00e9ria pro ud\u011blen\u00ed tohoto typu v\u00edza jsou podrobn\u011b stanovena v na\u0159\u00edzen\u00ed ministerstva podle \u010dl\u00e1nku 7, odstavec 1, bod 2 japonsk\u00e9ho &#8220;Z\u00e1kona o imigraci a uzn\u00e1n\u00ed uprchl\u00edk\u016f&#8221;. Pro \u010dinnosti v oblasti &#8220;technologie&#8221; nebo &#8220;humanitn\u00edch v\u011bd&#8221; je obvykle vy\u017eadov\u00e1no, aby \u017eadatel m\u011bl vzd\u011bl\u00e1n\u00ed odpov\u00eddaj\u00edc\u00ed alespo\u0148 ukon\u010den\u00ed univerzity ve spojen\u00e9m oboru nebo m\u011bl ekvivalentn\u00ed vzd\u011bl\u00e1n\u00ed, nebo m\u011bl v\u00edce ne\u017e 10 let praktick\u00e9 zku\u0161enosti. Pro oblast &#8220;mezin\u00e1rodn\u00edch slu\u017eeb&#8221; (nap\u0159\u00edklad p\u0159eklad, tlumo\u010den\u00ed, marketing, mezin\u00e1rodn\u00ed obchod atd.) je obvykle vy\u017eadov\u00e1no alespo\u0148 3 roky praktick\u00e9 zku\u0161enosti.
