ald\u0131\u011f\u0131 durumlar,<\/li>\n\n\n\n<li>\u0130\u015f\u00e7ilerin \u00e7ocuklar\u0131n\u0131 yeti\u015ftirmek i\u00e7in izin ald\u0131\u011f\u0131 durumlar,<\/li>\n<\/ul>\n\n\n\n<p>gibi hallerde gerekli yard\u0131mlar\u0131 sa\u011flayarak i\u015f\u00e7ilerin ya\u015fam\u0131n\u0131 ve istihdam\u0131n istikrar\u0131n\u0131 korumak ve i\u015f bulmalar\u0131n\u0131 te\u015fvik etmek amac\u0131yla &#8220;i\u015fsizlik ve benzeri yard\u0131mlar&#8221; ile &#8220;\u00e7ocuk bak\u0131m\u0131 izni yard\u0131mlar\u0131&#8221; sunulmaktad\u0131r.<\/p>\n\n\n\n<p>\u0130kinci olarak,<\/p>\n\n\n\n<ul>\n<li>\u0130\u015fsizli\u011fin \u00f6nlenmesi,<\/li>\n\n\n\n<li>\u0130stihdam durumunun iyile\u015ftirilmesi ve i\u015f f\u0131rsatlar\u0131n\u0131n art\u0131r\u0131lmas\u0131,<\/li>\n\n\n\n<li>\u0130\u015f\u00e7ilerin yeteneklerinin geli\u015ftirilmesi ve iyile\u015ftirilmesi ve di\u011fer i\u015f\u00e7i refah\u0131n\u0131n art\u0131r\u0131lmas\u0131,<\/li>\n<\/ul>\n\n\n\n<p>ama\u00e7lar\u0131 do\u011frultusunda, istihdam\u0131n istikrar\u0131n\u0131 sa\u011flamak ve yetenek geli\u015fimini desteklemek i\u00e7in iki ana i\u015f kolu (istihdam\u0131n istikrar\u0131n\u0131 sa\u011flama ve yetenek geli\u015fimi) \u00fczerinde \u00e7al\u0131\u015fan kapsaml\u0131 bir sistemdir (ayn\u0131 kanunun 1. maddesi).<\/p>\n\n\n\n<p>&#8220;\u0130\u015fsizlik ve benzeri yard\u0131mlar&#8221;, spesifik olarak, i\u015f arayanlara y\u00f6nelik yard\u0131mlar (i\u015fsizlik temel yard\u0131m\u0131), i\u015f bulma te\u015fvik yard\u0131mlar\u0131 (\u00e7al\u0131\u015fma yard\u0131m\u0131, yeniden i\u015f bulma yard\u0131m\u0131, i\u015fe yerle\u015fme te\u015fvik yard\u0131m\u0131), istihdam\u0131n devam ettirilmesi yard\u0131mlar\u0131 (ya\u015fl\u0131 i\u015f\u00e7ilerin istihdam\u0131n\u0131n devam ettirilmesi yard\u0131m\u0131, bak\u0131m izni yard\u0131m\u0131) ve e\u011fitim ve \u00f6\u011fretim yard\u0131mlar\u0131n\u0131 i\u00e7eren d\u00f6rt t\u00fcr yard\u0131m sistemini ifade etmektedir (y\u00fck\u00fcml\u00fcl\u00fck oranlar\u0131 i\u00e7in a\u015fa\u011f\u0131daki listeye bak\u0131n\u0131z).<\/p>\n\n\n\n<p>&#8220;\u0130stihdam Sigortas\u0131 Kanunu&#8221;, 1947&#8217;de kurulan &#8220;\u0130stihdam Sigortas\u0131 Sistemi&#8221;nin yasas\u0131 olup, 2024 (Reiwa 6) May\u0131s&#8217;\u0131nda y\u00fcr\u00fcrl\u00fc\u011fe giren &#8220;\u0130stihdam Sigortas\u0131 Kanunu ve Di\u011fer Kanunlarda Baz\u0131 De\u011fi\u015fiklikler Yap\u0131lmas\u0131na Dair Kanun&#8221; ile ilgili d\u00f6rt kanundan (\u0130stihdam Sigortas\u0131 Kanunu, Ya\u015fl\u0131 \u0130\u015f\u00e7ilerin \u0130stihdam\u0131n\u0131n \u0130stikrar\u0131n\u0131 Sa\u011flama Kanunu, \u0130\u015f Kazas\u0131 Sigortas\u0131 Kanunu, \u0130\u015f G\u00fcvenli\u011fi Sigortas\u0131 Tahsilat Kanunu) biridir.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" toplumsal ve ekonomik ger\u00e7eklere uygun bir sistem ihtiyac\u0131ndan hareketle, \u00e7e\u015fitli \u00e7al\u0131\u015fma bi\u00e7imlerini etkin bir \u015fekilde destekleyen bir istihdam g\u00fcvenlik a\u011f\u0131 olu\u015fturmay\u0131 ve insanlara yap\u0131lan yat\u0131r\u0131mlar\u0131 g\u00fc\u00e7lendirmeyi ama\u00e7lamaktad\u0131r.<\/p>\n\n\n\n<p>Bu ba\u011flamda, &#8220;\u0130\u015fsizlik Sigortas\u0131 Kanunu&#8221;nda da i\u015fsizlik sigortas\u0131n\u0131n kapsam\u0131n\u0131 geni\u015fleten \u00f6nemli bir de\u011fi\u015fiklik yap\u0131lm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Japonya%E2%80%99da_Istihdam_Sigortasi_Kapsaminin_Genisletilmesi\"><\/span>Japonya&#8217;da \u0130stihdam Sigortas\u0131 Kapsam\u0131n\u0131n Geni\u015fletilmesi<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>Japon istihdam sigortas\u0131 sisteminde yap\u0131lan de\u011fi\u015fiklikle, sigortal\u0131lar\u0131n haftal\u0131k belirlenen \u00e7al\u0131\u015fma saatlerinin gereklili\u011fi &#8220;20 saatten&#8221; &#8220;10 saate&#8221; d\u00fc\u015f\u00fcr\u00fclerek, sigorta kapsam\u0131 geni\u015fletilmi\u015ftir.<\/p>\n\n\n\n<p>Bu gereklilik, Reiwa 10 (2028) y\u0131l\u0131n\u0131n Ekim ay\u0131ndan itibaren y\u00fcr\u00fcrl\u00fc\u011fe girecektir.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" de\u011fi\u015ftirilmi\u015f veya yeni kurulmu\u015ftur.<\/p>\n\n\n\n<ul>\n<li>Kendi iste\u011fiyle i\u015ften ayr\u0131lanlar\u0131n yard\u0131m alma k\u0131s\u0131tlama s\u00fcresini 2 aydan 1 aya indirme<\/li>\n\n\n\n<li>Ancak, istihdam\u0131n istikrar\u0131n\u0131 ve i\u015f bulmay\u0131 te\u015fvik etmek i\u00e7in gerekli mesleki e\u011fitim ve beceri kazand\u0131rma programlar\u0131na g\u00f6n\u00fcll\u00fc olarak kat\u0131lanlar i\u00e7in, yard\u0131m k\u0131s\u0131tlamas\u0131 yapmaks\u0131z\u0131n, i\u015fsizlik sigortas\u0131 temel yard\u0131m\u0131n\u0131 alma hakk\u0131<\/li>\n\n\n\n<li>Belirli genel e\u011fitim ve beceri kazand\u0131rma programlar\u0131na kat\u0131larak bir y\u0131l i\u00e7inde i\u015f bulanlar i\u00e7in, e\u011fitim ve beceri kazand\u0131rma masraflar\u0131n\u0131n %10&#8217;unu (y\u0131ll\u0131k en fazla 50.000 yen) ek yard\u0131m olarak alabilecekleri bir sistem kurma (yard\u0131m oran\u0131 %40&#8217;tan %50&#8217;ye y\u00fckseltme)<\/li>\n\n\n\n<li>Uzmanl\u0131k prati\u011fi e\u011fitim ve beceri kazand\u0131rma programlar\u0131na kat\u0131larak bir y\u0131l i\u00e7inde i\u015f bulanlar i\u00e7in, e\u011fitim ve beceri kazand\u0131rma masraflar\u0131n\u0131n %20&#8217;sini (y\u0131ll\u0131k en fazla 160.000 yen) ek yard\u0131m olarak almaktayd\u0131lar, ancak e\u011fitim sonras\u0131 maa\u015f, e\u011fitim ba\u015flang\u0131c\u0131na g\u00f6re %5 veya daha fazla artt\u0131\u011f\u0131nda, e\u011fitim ve beceri kazand\u0131rma masraflar\u0131n\u0131n %10&#8217;unu (y\u0131ll\u0131k en fazla 80.000 yen) ek yard\u0131m olarak alabilecekleri bir sistem daha kurma (yard\u0131m oran\u0131 %70&#8217;ten %80&#8217;e y\u00fckseltme)<\/li>\n\n\n\n<li>Sigortal\u0131lar, kendi yeteneklerini geli\u015ftirmek i\u00e7in g\u00f6n\u00fcll\u00fc olarak e\u011fitim ve beceri kazand\u0131rma programlar\u0131na kat\u0131lmak \u00fczere \u00e7al\u0131\u015f\u0131rken (sigortal\u0131 olma s\u00fcresi 5 y\u0131l ve \u00fczeri) izin ald\u0131klar\u0131nda, bu s\u00fcre i\u00e7in (1 aydan 1 y\u0131la kadar, belirli \u015fartlar alt\u0131nda 4 y\u0131la kadar uzat\u0131labilir) ya\u015fam destekleri olarak, temel yard\u0131ma e\u015fde\u011fer yeni bir &#8220;E\u011fitim ve Beceri Kazand\u0131rma \u0130zni Yard\u0131m\u0131&#8221; kurma<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Japonya%E2%80%99da_Cocuk_Bakimi_Izin_Ucretlerinin_Finansal_Istikrarinin_Saglanmasi\"><\/span>Japonya&#8217;da \u00c7ocuk Bak\u0131m\u0131 \u0130zin \u00dccretlerinin Finansal \u0130stikrar\u0131n\u0131n Sa\u011flanmas\u0131<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>Japonya&#8217;da \u00e7ocuk bak\u0131m\u0131 izin \u00fccretleri ile ilgili a\u015fa\u011f\u0131daki maddelerde de\u011fi\u015fiklik yap\u0131lm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<ol>\n<li>\u00c7ocuk bak\u0131m\u0131 izin \u00fccretlerinin devlet taraf\u0131ndan kar\u015f\u0131lanan k\u0131sm\u0131n\u0131n (%12.5) ge\u00e7ici olarak d\u00fc\u015f\u00fcr\u00fclmesi uygulamas\u0131n\u0131n (%1.25) kald\u0131r\u0131lmas\u0131<\/li>\n\n\n\n<li>\u00c7ocuk
