Bu y\u00fck\u00fcml\u00fcl\u00fck, Japon \u0130\u015f S\u00f6zle\u015fmesi Kanunu&#8217;nun 5. maddesinde a\u00e7\u0131k\u00e7a belirtilmi\u015ftir. Madde, &#8220;\u0130\u015fveren, i\u015f s\u00f6zle\u015fmesi gere\u011fi, \u00e7al\u0131\u015fanlar\u0131n hayatlar\u0131n\u0131 ve bedenlerini koruyarak \u00e7al\u0131\u015fabilmeleri i\u00e7in gerekli \u00f6nlemleri almak zorundad\u0131r&#8221; \u015feklinde h\u00fck\u00fcm koymaktad\u0131r. Genellikle fabrika m\u00fcd\u00fcr\u00fc veya i\u015fletme \u015fefi gibi, i\u015fin ger\u00e7ek anlamda koordinasyonunu sa\u011flayan yetkililer bu g\u00f6reve getirilir. Atama zorunlulu\u011fu, sekt\u00f6re g\u00f6re de\u011fi\u015fiklik g\u00f6sterir ve s\u00fcrekli \u00e7al\u0131\u015fan say\u0131s\u0131 \u00f6rne\u011fin ormanc\u0131l\u0131k, in\u015faat sekt\u00f6r\u00fc gibi alanlarda 100 ki\u015fi ve \u00fczeri, imalat sekt\u00f6r\u00fc gibi alanlarda 300 ki\u015fi ve \u00fczeri, di\u011fer sekt\u00f6rlerde ise 1000 ki\u015fi ve \u00fczeri olan i\u015f yerlerinde ba\u015flar.
